The League Season 3 rework was amazing, let's just be honest. Everyone has items they can buy, there's play and counterplay, and most champions have their spot – if not, they will fix it, as we've seen with the Sejuani and Trundle smoothing and the Nautilus armor boost. But some items just don't quite work... yet.
Old Executioner's Calling was not great, even though it had a post-nerf crazy strong lifesteal amount and a useful active, such as when trying to clip a Mundo ult before he went aggro. It had its uses, but it was overall just kind of a waste, even though it was dirt cheap.
The rework had good intentions – crit chance, damage, and the fact that it went from grevious wounds active to on hit was a godsend. But new Calling offers no lifesteal, a small amount of crit chance, a small amount of damage, and the cost was increased. Plus, using it consumes the item that you'd have bought earlier (Avarice Blade) that could be used on Ghostblade, the Shiv, or Atmas – all infinitely more useful for any of the champions that would buy them. Riot's buffed the crit chance but, other than maybe to deal with someone with heavy sustain like Swain or maybe Mundo, what use could it be? Is it a lategame item, or a midgame item? Who do you use it against that you couldn't just ignite, or better, use the Morellonomicon and hit multiple targets at once?
To Fix – Honestly, the main issue with it is that it's coming at the 'damage' angle, and there's no upgrade path to lategame, when regen and sustain becomes less useful. It's like old Hexdrinker – you can buy it for early, but it's totally useless, so why not buy a Neg Cloak or Null-Magic? The only way I see it working is if it gets the Bork treatment, with an upgrade path, tweaks to the stats it offers, or even a total overhaul. Hey Riot, why not make Executioner's Calling build from defensive items like early armor or magic resist, or even better, just raw HP?
It's not nearly as bad anymore, but on release, no matter how good you were with it, you were still unlikely to hit more than one or two targets at a time with it. They upped the range between targets to be greater, almost 400 now, but it's still just 70% attack speed. The fact that you hit multiple targets just doesn't par up to the damage you could be doing with the almost 3k gold you spent on it.
Sure, it's great if you have, say, Teemo with it, since he does on-hit magic damage and you can get him a Bork and apply it to big clusters in teamfights, but most ranged champs are AD carries. AD carries benefit the most from crit chance to multiply their damage, and it usually comes with attack speed or the Infinity Edge. The fact that you're hitting multiple targets - if you even are - just can't compare to the Shiv, or Bork, or Dancers, because if someone's jumping on top of you to kill you, you want them dead now, there's no real threat of the guy behind them.
And if it's not useful for AD carries...who is it useful for?
To Fix – Some kind of on-hit effect to compliment the passive, even if it's just a flat damage like the Shiv has. As it is, this item is more a goofy build, it's just not up to snuff otherwise.
Old Elisa's Miracle was another product of trying to jam Tenacity into anything and everything, including regen and, of all things, crit chance. Still never got the Cloak and Dagger. What a weird item.
But then Riot reworked it to give the Aid bonus, and vanish after a certain point. Which was a clever way to deal with it, since that way you have a reason to purchase it, but...replacing Shurelia's? Not likely on a support, doubly so since it also builds into the Ohmwrecker, which – as rough as it is – still is pretty useful. But clipping cooldowns on summoner spells, ones that are more useful in laning phase than lategame, on a GP/5 item? It's not likely to be bought out.
To Fix – Man, I don't even know. Great to attempt to boost support summoner spells with it but getting a new Philo? Maybe we could even start experimenting with Dota 2 style items and give support champions new effects for the ultimate. That'd be pretty sweet – Soraka ult grants temporary stats, Thresh ult persists 1-2 seconds after being walked through, etc. I know that's OP as hell, but hey this is why I'm not a game designer for Riot, I'm just throwing ideas out there. Something more, something way more substantial, more geared for supports than Clarity/CV/Heal.
Yeah, you heard me. Look, I didn't mind it originally but the problem was it had no real great build path, it was just Ghostblade, which is useful on basically the three melee AD carries this game has. Buying it felt barely useful on like, Gangplank, but you could go for Heart of Gold and possibly Philo back in Season 2.
Now they've tried to make it the farming tool that builds into a wide array of items (Shiv for carries, Atma's for tanks, Youmuu's for melee, and Executioner's for...some reason), which at first sounded amazing for ol' Plank, but...there's not as much on the returns, and it takes basically forever to get the money back on it. It's not even really a niche item – for that much gold you could almost buy the components for Phage, which helps in durability and harass and gets you more towards Triforce, or even just Warmogs and lifesteal. Passively farming is already less temping, and it takes so long to come to any fruition, why not just buy fighting items?
To Fix – Drop the gold passive back down, up the farming returns. No, I'm not going to say numbers, because I wouldn't know specifics. The reason I like this item is that you want to buy it to farm for lategame, versus the gold five support items, where you are buying them to not farm for lategame as a support (or supplementing it to buy WotA or Morellonomicon as an AP mid, hence why the passives are all numbered differently). I know that it'd require a lot of fickle balancing to get it right, but right now it barely serves its own purpose. The math on it just doesn't add up yet.
I really want so badly for this item to be good. I really do. But it's not up to snuff. When it first came out, it was – of all things – 930g for the combine cost (?) and required a Catalyst and Chain Vest (???) to make. They changed it to a Ruby Crystal, Blasting Wand, and the Philo instead, and though it's better (and not nearly as random and thankfully far more gold efficient) I still just don't 'get' what it's supposed to be for.
Let's say that even if you are playing a support who can build this item in a useful way (AP mages like Raka, Janna, Zilean, Nidalee, Lux, Karma), how useful is disabling a turret in the long run? The ability to tower dive is much less tempting ever since the towers started to do more damage – thanks again for that, Riot, I got sick of level three tower dives – but if you're trying to jump in and out, wouldn't a Shurelia's be more effective? Minions will take down the towers after a certain point anyway.
To Fix - It seems like a niche item with odd components. Riot might be scared of cheapening an item that disables turrets – and for good reason – but right now you're dumping 3k gold on basically the active. Even with all the items, it's a support item that's still competing with Shurelia's, and for that we need a lot more temptation.

Thank god it's kind of cheap at least, because this item was trying to make Promote slightly less godawful. The new passive – boosting minion damage – sounds pretty tempting, to be honest. Allying someone like Yorick or Elise (or, to a lesser extent, Malz and Heimer) makes you into a lane shoving machine.
But, you're still going to have the fundamental problem of both 'who builds it' and 'when.' It's got AP and armor components, but how can you replace the Seeker's that builds into Zonya's? Surrender at 20 pretty well covered the subject, but it's come down to “Really situational.” All honesty probably not worth it.
To Fix - Man, I dunno. The whole reason of implimenting it was to boost the effectiveness of lane shoving. It has its problems and is kinda all over the place, but this seems like something that might not even really need to be in the game. If you want to shove lanes, why take this? Why not run champions who excel at that (Yi, Shen, Nidalee)? Aegis gives the benefit now, too. I don't even think we really need this.
